I'm trying to install SQl2000 server on WindowsXP(SP2) which already has
 MDAC2.8SP1 installed. But it kept failing and produced the error Dbnetlib

Have you tried this as an admistrator and specified windows authentication?

Yes, I login to the PC as administrator and have choosen the option of both
Windows Authentication and SQL userid verification on the setup procedure.
But it didn't help.

Have you run the MDAC component checker?
Has the server name been changed?
What does @.@.VERSION say?
Have you rebooted the server?
Is there anything in the SQL Server error log?

Yes I have done ALL that.
I have used MDAC Component Checker which is saying I've got MDAC2.8SP1 on
WinXPSP2.
I have not changed the server name. Pinging both IP and hostname works fine.
I have tried to install SQL2000 many times and everyone it failed at the
very end (refer to sqlstp.log for error. I have uploaded this file in my 1st
posting). So obviously I have rebooted many time.
I have also tried running netstat while the installation was running and I
can see that the SQL server was running at the end of the installation and
listening on port 1433. But as the error msg indicated (dbnetlib general
network error), the client failed to connect to it. And so the rest of the
setup operation removed the SQL server.
But I don't know what you mean @.@.VERSION though.

SELECT @.@.VERSION from query analyser gives the version you are running.
If this gives 2039 you are on SP4. If this is less than 760 then you might
want to try SP3a first.

What I did have tried (and it was ok) was to install just the SQL client,
(no SQL server), then apply SP4. Then I tried to install the SQL server. But
it still failed for the same reason.

I've managed to resolve the problem now.
Solution procedure:
1) Remove WinXP SP2
2) Then SQL 2000 can be installed successfully
3) Apply SQL2000SP4
4) Apply WinXP SP2 back
Theory:
My guess is that the Netlib in MDAC2.8SP1 (dbnetlib) that comes with WinXP
SP2 is not compatible with NetLib (ssnetlib) of SQL2000. So by removing WinXP
SP2, MDAC was degraded to MDAC2.7 which works fine with SQL2000. And hence
the SQL 2000 installation was OK.

Did you ascertain that it was not the firewall that was causing the issue?
